If they are drilling in international waters outside of US Juristiction, there is nothing preventing American oil companies from drilling there too.

We are drilling for oil, all over the world, in the atlantic, the pacific, the inadain and artic and even antarctic oceans. We are drilling in very piece of barren desert we can find that might have the potential to have oil.
