The US could lower the demand by using their own oil, but the Liberals are opposed to it.

Actually, I sort of disagree. Oil comanies have permits now to pump all the oil they want. They are not pumping oil because it cheaper to speculate on it. If we reverted back to the regulation of the commodities futures that existed before Bush we would not have that much of a problem. (the dollar causes some of it).
Separate currencies then and money made by citizens.
