Are other countries already drilling the oil off our coast?

I hear that other countries are already drilling oil off of our coast.. is this a false? Are other countries already drilling the oil off our coast?
I would disagree with the first response for several reasons. One, the U.S. has the right to refuse to let other countries drill within our coastal boundaries. Drilling can be done within the coastal boundaries of a country only with that country's consent. So, Mexico and Venezuela are drilling within their rightful boundaries or in International waters. Two, China is NOT drilling of our coast or Cuba's. The Republicans keep repeating that China is drilling off Cuba's coast but this is not true. They have negotiated the rights to drill on Cuba's mainland but they have not even begun doing that. This is just another example of the Bush Administration and their lackeys making false claims to get people to go along with their agenda. The Vice President's office even admitted it after he said it on TV. I have pasted a link to the story below.

Mac is just plain wrong. In fact George H.W. Bush signed the original moratorium on drilling of the coasts of California and Florida. Are other countries already drilling the oil off our coast?
Yep - first answer is correct. It's a matter of fact. Interesting, isn't it, that the Dems won't allow the US to drill.
I believe any foreign countries that are drilling of the coast of U.S.A. (territorial waters) are working with U.S. oil companies like Chevron.
True, Venezuela, Mexico and China all have wells there!
Yes! and we cant drill off our own coats ....great gov. we have
