If Bush wants more oil drilling, why did he block it in Florida when Jeb was running for re-election?

In 2002 Dubya upheld a mandate prohibiting the drilling of oil off the coast of Florida while Jeb was running for re-election?





So apparently it is ok to drill off of California and the Gulf Coast states, but not Florida?





Sounds like George threw his brother Jeb a bone, to save his candidacy as governor.

I'm not sure which map you are using, but Flordia is a Gulf Coast state. Most of the oil refineries that are in the gulf are hundreds of miles from the shores.
They're drilling in the Gulf as we speak.
